and third what commissioner avalos said. thank you. >> thank you. any other member of the public that would like to speak on item seven? seeing none public comment is closed. mr. fried. >> yeah. i wanted to add -- i am working on a memo for you to understand the areas that we could work on, big picture ways to approach -- trying to think of future topics so i will get that memo to you within the next week and happy to talk to you between now and the next meeting if you have questions. one thing i want to go back to the municipal bank issue. in the discussion with commissioner avalos one thing he was pointing out specifically as working on it, but i will need legal advice and counsel from ms. miller and it's lafco staff and not just me focusing on this stuff just to make sure we have that right. >>i think it's appropriate. the timing of this discussion is very appropro and in the next few months we have to approve a budget and come up with something that reflects priorities and we want to make sure in that budget that budget reflects the priorities that we will have and to the extent the

for covering the meeting today. madam clerk if you could please call the role. >> commissioner avalos. present. commissioner olague absent. commissioner mar, present. commissioner pimentel. commissioner schmeltzer. >> present. >> there is a quorum. >> thank you very much. if you could call item two. >> item two is the minutes from the special meeting. >> do you have the minutes of the meeting? before we take any action i would like to ep it up to public comment. any member of the public that would like to speak to item two? seeing none public comment is closed. colleagues do we have a motion? we have a motion by commissioner avalos and second by commissioner schmeltzer. if we could take that without objection. madam clerk will you please call item three. >> item three is reports and update on cleanpower sf and update on the california puv, suggestions for items to be discussed at the last meeting. >> our executive officer nancy miller. >> yes nancy miller through the chairs. we have waiting for sf puc staff. >> shall we come back to this item? >> why don't we do that and see if anyon

. commissioner avalos. >> i think perhaps just having real brief understanding of what the opposition would be and how we might be able to move forward, cognizant of what the opposition looks like and the strategy at the early stage expect to have in place. i don't mean opposition from people who do not sign up for the program or who would opt out, but from the pg&e of the world and other groups. >> and on that note one question that i had was whether or not at some point -- i don't know if it's something that should be done at a joint meeting, but maybe it's something that could be looked at here at lafco, but it's the idea of what were some of the challenges that marin for instance faced as they were implementing their program? i don't know if that is something that could be a part of a presentation to the joint two bodies. i don't know if you have thoughts about that. >> i do have one thought about that. don't forget since marin launched their program working together with marin, senator leno proposed legislation that includes a code of contact for caa's and the under lying utility so

of the models that you're suggesting commissioner avalos, and see if there is a general agreement that that's the type of approach you would like to see, and then we can go back working with our consultant to develop a more targeted focused program given that feedback. thank you. >> thank you very much. commissioner olague. >> yes. i will confirm you probably be partnering with community based organizationos this. who are some of them, just curious? >> i rely on the external affairs folks for that, but we reached out to your offices and asked for input. we reached out to the mayor's office on neighborhood services. we have a list of community organizations that the puc worked with his historically. >> we will assist however we can obviously. >> jason has made presentations -- i want to say -- >> lafco and puc staff over two years now gone to over a hundred community groups for presentations and street fairs. it's not as recent. we are kicking back up into that and why you have the fliers and that is temporary and it wasn't representing what was current and we want something out there

again. >> madam chair, members of the committee, supervisor avalos, i don't think there are any consequences. certainly as budget analyst i believe that any increase that requires board of supervisors approval as the city attorney has advised us should go before the board. on this particular item i don't think there is anything that significant. it is a matter that the department has to be careful. i don't think there is a very agregious error in what has taken place. as you can see, we are recommending approval of this legislation with the correct amounts to be modified. but you're correct in your observation. this should not happen. >> i haven't seen too many -- to often of a model where there are certain stages expected in terms of a contract renewed over and over, like this one has. this is pretty -- >> are you referring to the -- let me -- i know we are talking about next week as well but those are burning questions. >> supervisor avalos, are you referring to the fact that when the contract was first approved on a competitive basis the initial amount was about 600,000. now

the project. thank you. >> thank you. >> thank you. commissioner avalos. >> thank you, chair campos. just a couple comments and perhaps suggestions as well. i think it's really important as we're looking forward to finalizing the transportation plan we look at equity in san francisco and look at communities and neighborhoods in san francisco that heretofore have not received really a fair share of funds for infrastructure, for transit and other form of transportation as well. i live in a district that is clearly beset by a real lack of funding. balboa park station is a place that needs enormous investment just to make it functional. and it's really not, although people use it every day, thousands of people. i'm looking at the map on page 4. it has the areas of expected growth and new housing units. 1800 planned around balboa park. i would expect that's not just in that little box area that's there, but surrounding area. in the past 10 years in district 11 we have had 6,000 new residents come in. so, there's growth that's happening. that isn't measured here in what we're projecting for the

of the commission. we are joined by my colleagues, the vice chair, john avalos is in route and we are joined by committee members commissioners christine olague and hope schmeltzer and the other commissioners are enroute. the clerk is alisa miller and we are grateful to the follow members of the sfg tv staff and jesse larson and john ross. madam clerk if you could please call item number two and we are joined by the vice chair. >> item two is approval of the minutes from the last meeting special meeting. >> great. commissioner schmeltzer. >> i move to approve the minutes. >> do we have a motion? before we act on that motion we will act any member of the public that would like to speak. seeing none. we have a motion and a second. if we could take that without objection. thank now we can call item three. >> item three is community reports and sf program 448rand status of the public utilities commission. >> great and i will turn it over to first our executive 5n5nxzof nancy miller and we are joined by the assistant general manager, barbara hale but i want to simply note that we hit a pre

commissioner for that feedback. >> thank you very much. vice chair avalos. >> thank you. just a couple questions related to the outreach efforts. we talk about opt out but not necessarily opt in that we had in the side conversation. i think it's a great opportunity. i think using us for the opt in process and i think both in opt in and opt out social media is going to be really helpful and i know we have used social media in relation to cleanpower sf but it hasn't been robust and i think there are ways of making it very useful and i think those are strategies that we can employ. >> thank you. we would be very open to spending a little time with our communication folks and yourselves and/or the staff to mind the good ideas you have to reach out to your communities. i refer to as reenrollment and the opt in concept and people can raise their hand "i'm interested" and let us know so that we include them in the first phrase of the roll out. >>i think the joint meeting would be great and especially on the subject of opting in and have discussion on that as well. >> yes. great. thank

for the board because of the uptick in the funds. >> thank you. supervisor avalos? >> thank you, just followups for the budget analyst or mr. martin, but that is really on -- what we are anticipating as a city in terms of how -- what our appropriation from oewd for -- we are anticipating we would have 2.4 for cash collateral and another one million plus for insurance or is this a new expenditure that we hadn't anticipated? >> supervisor, i will take a first shot at answering that and go from there. we anticipated the cost for security when we came before you in march n. the current appropriation we feel there is capacity to make these payments as required, as proposed in the resolution. we are not looking for new authority but strictly folding it in with what's already been reviewed. >> so then when we had made the appropriation for the office of economic workforce development was there an actually line item that referred to these expenditures and others? >> there was not a specific line item that said cash collateral and security. it was appropriated as a $10 million amount broadly for event p

. thank you, captain. >> good afternoon, supervisors avalos, olague. i would like to talk about what we have done at central station. tremendous outreach. in addition we have started a mini task force to focus on this crime and a mini task force includes five officers, all bilingual, they speak chinese. they saturated the area when this was going on. they did a lot of investigation and retrieved video through the investigation and re-walked all the crimes. they re-interviewed victims and just did countless work. i would like to thank david chan from s.a.f.e. who helped us with translations. in our outreach we wrote three fliers to the community for them to post. also videos. the video you just saw, we showed them at the senior centers. chinese newcomer service center, town hall meetings with the district attorney's office, chinatown community development center. i have a senior lunch program i go with my foot beat once a month. we go to a senior's center. after we serve the seniors lunch, we also show them the video. we had a lot of positive feedback. some of the seniors told us they we

for acknowledging me. [ applause ] madame clerk, why don't we go to roll call. >> supervisor avalos, we'll call for roll call for introductions. >> thank you, madame clerk. today the transportation authority we had discussion about shuttle buses and in the city we're see ang increase of the use of shuttle buses both within san francisco and those that commute to outside of san francisco. the shuttle buses clearly provide a real benefit around decreasing the amount of trips that are taken by automobiles. often people who choose to go on shuttles, if they didn't have a shuttle as an option would be in a car driving by themselves. so we know there is really great benefits to the shuttle system. we know we're seeing a proliferation of them and we don't quite have a handle in the city how to manage our shuttle -- the private shuttle fleets in the city, especially as they relate to public space that we have around muni stops. so rather than not look at how we can prevent the wild west of the shuttles to become what is happening in san francisco, it's best that we look at how we can manage that.

in the neighborhoods and i will narrate a key piece with that. thank you. >> thank you supervisor. supervisor avalos. >> thank you. colleague i want to recognize two that have passed in the nation and george mcgovern and my first election then when i was paying attention to anything and his significance under the campaign in the country gave a lot of strength to millions of people in this country that still last today although people don't always see the results we expect. i want to mention the passing of russell means and from the american indian movement and from the bay area and his contributions to the united states is significant and the 60's and two individuals who have made a great difference in our nation's history. the other thing i am introducing today is a resolution. colleagues you may have heard reports in the media privacy related to the clipper cards. i think it's important -- can't make sure that people who are using clipper cards can be protected against any use of information about how where they go and the whereabouts are using the clipper card to make sure they're protected s

. >> thank you, supervisor campos. supervisor avalos. >> thank you, madam clerk. colleagues, i don't have any items for introduction, but a couple comments i wanted to make. one is that on my personal facebook page there is a call out for questions for question time, questions to ask the mayor for next week. we have questions that are due 12:00 noon tomorrow and i'm actually doing something a little different, trying to call out to the public, people in my district and beyond my district for people who want to actually submit questions to me to submit to the mayor. the one thing i think i can do in terms of trying to make question time a little more exciting, because the way we have it set upright now it's a little bit constrained. so, hopefully we'll have, you know, some fun questions come up for next week and that's on my facebook page which people might be able to access fairly easily. the other thing is i don't have an item for introduction on there, but i want to indicate that i want to work with colleagues on the issue of how our current economic boom is affecting neighborhoods and affe

week as well but those are burning questions. >> supervisor avalos, are you referring to the fact that when the contract was first approved on a competitive basis the initial amount was about 600,000. now we are up significantly to $60 million. in this case we agree with the method the department used. it was always stated to the board of supervisors that after the competitive process they would adopt a plan, a work plan each year for the contractor to do the work. so that is why there's been i think 16 modifications to this particular item. i think that the process the department used is reasonable in this case. >> okay. thank you. >> thank you, supervisors. should we open public comment and kles public comment. colleagues, do we have a motion to continue this a week? we have a motion. we will do that without objection. thank you. item seven, please. >> resolution approving contract number cpt631. planned rehabilitation between city and county of san francisco and complete work to rebuild major systems and components on approximately ab standard diesel buses in amount not to exce

're trying to do. i think that we're all trying to get to the same result. >> supervisor avalos? >> thank you. i support having more time to sift through this. i have a reaction to the statement about perez. he is talking about what is meaningful towards our school system and higher education. i think that is a different value that is being put on in terms of what we're talking about what middle-income is. i think he is talking about making sure that we're expanding tuition in a very different way than we're thinking about housing in san francisco. so i just want to caution that we're not making apples-to-apples comparison and it's very different what we're trying to do around housing in san francisco. >> supervisor olague. >> the mayor's office on housing, what language is appropriate here? because there was difference made between middle-income housing and upper-middle income housing. so we want to check with the mayor's office. >> the last question we have is to miss rogers. i think what i heard i state there were a number of departments including this body, the planning commissio

in the program are people that want to be in it, and you know along the lines of what commissioner avalos was saying that we also need to take advantage of some of the publicity that has gotten to begin the process of letting people who are interested and let us know they're interested. i certainly is one that is interested of being a customer of this program. i heard that indirectly that supervisor elsbernd told the chamber of commerce he might be interested in being a customer as well, so i think there are a number of people that want to add themselves to that list, but we do take the concerns that were raised very, very seriously, so colleagues do we have any other comments, questions? seeing none why don't we move on to the next item, item four. >> item number four a resolution of accommodations first for ed harrington general manager of the san francisco public utilities commission and michael campbell and director for the san francisco public utilities commission. >> well, thank you very much and we have two resolutions of accommodation to two very important individuals and ed har

would be interested to see what we could do to bring that down. supervisor avalos? >> thank you, chair chu. related to tow fees, i've heard from a lot of residents who have had their cars stolen, that they have to pay to take their car out of tow, i wonder if there's a way to have a waiver for people to have their cars stolen because that's something they had no control over and i heard at least from three people who have had their car stolen and had to pay to pull it out of the lot and already there's a lot of financial strain on a household that loses a car, so just another thing to throw in there around tow fees. well, i want to thank the mta for coming forward and for their patience on this measure, last week, i expressed i would not be supporting this contract, i don't know where i'm at still, i do understand the mta is between a rock and a hard place in terms of trying to figure out how to find available land to do its functions, the car tow being one of them, i want to thank the budget analyst getting us all worked about this and figuring out the finances behind this lease. i th
